Asphalt Price Index: 2026 US Prices by State and Region

US asphalt prices for 2026, with every source linked. This page tracks two different numbers. The first is the liquid asphalt binder index that state DOTs publish each month for contract price adjustments. The second is the price of finished hot mix asphalt at the plant, taken from 2026 public bid tabulations. Each value shows the month it applies to and how we confirmed it.

The headline number

US hot mix asphalt price: 2026 national snapshot

In 2026 public bid tabulations, hot mix asphalt picked up at the plant costs about $70 to $130 per ton. That is the bulk price paid by counties and towns buying hundreds of tons, before delivery.

Small residential orders usually cost more per ton than these bulk prices, because plants apply minimum charges and delivery is billed on top. We do not publish a figure for small orders, because we have not yet collected enough real quotes to state one.

Hot mix laid in place by a paving contractor ran $133 to $205 per ton in the Town of Lewisboro, New York bid (June 2026). That figure includes placing and compacting the mix, which is why it sits well above the plant price.

Why published prices differ. Published hot mix prices differ because they measure different things. Public bid tabulations show what a county or town pays for hundreds of tons picked up at the plant. Consumer cost guides such as HomeGuide list $40 to $80 per ton for material. A homeowner ordering a few tons pays more than either, because of minimum charges and delivery. Installed prices, quoted per square foot or per ton laid in place, add labor, equipment and base work on top.

Checked October 11, 2026. We opened the New York and Texas bid documents ourselves on that date. The Ohio and Maryland documents would not load from our network on that date, so those two rows show the values as of October 11, 2026.

Hot mix asphalt price per ton by region (2026)

These regional figures are estimates. They exist so the calculators on this site have a starting price for your area, and they are only as strong as the bids behind them. The last column says what each row rests on.

Method, as of October 11, 2026. How these estimates are built: the national range is the span of hot mix prices at the plant in four 2026 public bid tabulations (Ohio, Maryland, New York and Texas). A region that contains one of those bids shows that bid's range. A region with no checked bid shows the national range. Each state shows its region's figure, except the four states where we read a bid directly. One bid is not a market survey, so treat every row as a starting estimate and ask a local plant for a quote.

Alaska and Hawaii carry no estimate. Both depend on long freight routes for petroleum products and have few plants, and we have not checked a bid in either state.

The definition

What is the asphalt price index?

The "asphalt price index" most contractors refer to is the liquid asphalt binder price tracked by each state's Department of Transportation. It is the price of the liquid petroleum-based cement (called AC or asphalt cement) that plants buy in bulk and mix with aggregate to produce hot mix. It is a separate number from the price of finished hot mix. Our explainer on what asphalt is and how it is made covers how binder and aggregate fit together.

The binder index matters because state DOT contracts include a price adjustment clause. When the binder price goes up after the bid, the contractor is paid more. When it goes down, payment drops. This protects both sides from large swings in oil prices during a road project that lasts several months.

For homeowners: you do not need the binder index. The hot mix price in the tables above is the number that matters when you are buying asphalt for a driveway or parking lot.

For contractors: the binder index tells you whether your material cost is trending up or down month to month, which affects your bids and margins.

Why do binder prices vary so much by state? Indiana shows $568.00 per ton while Maryland shows $807.50. Each index is built differently: some average posted terminal prices, some use a published weekly price survey, and they cover different binder grades (PG 64-22 against polymer-modified PG 76-22, for example). Compare one state against its own earlier months. Comparing two states against each other tells you little without adjusting for grade and method.

If your state is not listed, search for the state DOT name with "asphalt price adjustment" or "asphalt cement price index". The index usually sits beside the fuel price index, because the same contract clause covers both. For Pennsylvania, Maryland, Tennessee, Georgia, Louisiana, Missouri, Oklahoma, Colorado and Indiana, use the links in the state DOT table above.

The trend

How asphalt prices have changed (2020 to 2026)

Two of the indices on this page publish a long back-series, so they show the trend without any estimating. The table gives the January and July reading for each year from the Pennsylvania Zone 1 index and the Tennessee Bituminous Index.

YearPennsylvania Zone 1, JanuaryPennsylvania Zone 1, JulyTennessee, JanuaryTennessee, July
2020$472$396$513.75$432.08

2025$609$650$590.77$601.54
2026$614$784$580.77$753.08

Binder was cheapest in 2020 and early 2021, then climbed to a peak in the summer of 2022 ($791 in Pennsylvania Zone 1 and $772.92 in Tennessee that July). It eased through 2023 and stayed in a fairly narrow band until early 2026.

What happened in 2026. Binder was flat or slightly lower from January to March. It then rose 14% to 42% between March and June: Pennsylvania Zone 1 from $588 to $778, Tennessee from $571.54 to $746.92, and Georgia from $559 to $721. Since July the picture is mixed. Tennessee, Indiana and Georgia have eased from their summer highs. Maryland, Colorado and Oklahoma are flat. Pennsylvania, New York, New Jersey and Missouri are slightly higher than in June.

We do not publish a year-by-year price series for finished hot mix, because we have no consistent source for one. Binder is about 5% of the mix by weight, so a $150 per ton move in binder changes the binder cost in a ton of hot mix by roughly $7.50. Plants also face fuel, aggregate and labor costs, so the hot mix price does not track the index one for one.

Five forces

What drives asphalt prices up and down

Five forces move asphalt pricing. Knowing them helps you time a project and read a quote.

1. Crude oil prices

Asphalt binder is a petroleum product. When crude oil rises, the liquid binder that holds the mix together costs more, and the state indices on this page move with it. The spring 2026 jump in every index below is the clearest recent example.

2. Federal and state infrastructure spending

The 2021 Infrastructure Investment and Jobs Act added federal money for roads and bridges. More public paving work means more demand for mix from the same plants that supply private jobs.

3. Refinery capacity

Refineries choose how much of each barrel becomes asphalt binder and how much becomes fuel. When they produce less binder, supply tightens and the index rises even if crude oil is steady.

4. Seasonal demand

Most paving happens in the warm months, so plants are busiest from late spring to early fall. Many northern plants close for winter, which limits supply and haul options late in the year.

5. Regional transport costs

Hot mix has to arrive hot, so it is bought from a plant close to the job. A site far from the nearest plant pays more for trucking. Alaska and Hawaii depend on long freight routes for petroleum products, which is why we publish no estimate for them.

Put it to work

How to use this data

If you are a homeowner pricing a project: use the "Hot mix asphalt price by state" table above as a starting material price per ton. Multiply by the tonnage from our asphalt calculator or driveway cost calculator. An installed asphalt driveway runs about $3 to $15 per square foot depending on base work and region (HomeGuide lists $3 to $7; Bob Vila lists $7 to $15, updated May 2024; installed figures come from published guides, not from the 2026 bids above). If you are unsure how much material the job needs, our guide to how to calculate asphalt tonnage tabulates it by size.

If you are a contractor tracking margins: check the state DOT binder index table each month against your own state's official page. Use the asphalt cost calculator to price jobs with your current plant quote, and asphalt price per ton by mix type to check that you are comparing like with like across mixes.

If you are a journalist or researcher: every value on this page links to the official page or bid document it came from, with the month it applies to. You are welcome to cite the page with a link back. Please cite the official source for the value itself.

FAQ

Frequently asked questions

8 questions answered

The asphalt price index is the monthly price of liquid asphalt cement (binder) that a state Department of Transportation publishes. It is used to adjust payments on state road contracts when material prices change. It is the price of the binder, and the finished hot mix costs far less per ton. In the states tracked on this page the binder index ran from $568.00 (Indiana, September 2026) to $807.50 (Maryland, October 2026) per ton of liquid, while hot mix asphalt cost about $70 to $130 per ton at the plant in 2026 public bids. Binder is only about 5% of the mix by weight.

In the 2026 public bid tabulations we checked, hot mix asphalt picked up at the plant costs about $70 to $130 per ton: $70 to $93 in Ohio, $71.50 to $83 in Maryland, $100 to $129 in New York and $81 to $96.75 in Texas. Those are bulk prices paid by counties and towns. A small residential order usually costs more per ton because of minimum charges and delivery. Laid in place by a contractor, the same New York bid ran $133 to $205 per ton.

Yes, in 2026. Liquid binder was flat or slightly lower from January to March, then rose 14% to 42% between March and June in the state indices we track. Pennsylvania Zone 1 went from $588 to $778 per ton, Tennessee from $571.54 to $746.92, and Georgia from $559 to $721. Finished hot mix moves less than binder, because binder is about 5% of the mix by weight.

Hot mix is bought from a plant near the job, so the local price depends on how far the plant is from a refinery or terminal, local aggregate, labor, and how many plants compete for the work. In the 2026 bids we checked, hot mix at the plant ran $81 to $96.75 per ton in Grayson County, Texas and $100 to $129 in Lewisboro, New York. Two bids are examples of the spread between places and should not be read as state averages.

Yes. Asphalt binder is a product of crude oil refining, so when crude oil rises the liquid binder costs more, and plants pass that into the price of hot mix. The state DOT indices on this page exist for exactly this reason: they let a road contract adjust payment when the binder price moves after the bid. Plant capacity and local demand also affect the price.

State DOT binder indices are published monthly. New Jersey also posts a mid-month value. Each plant sets its own hot mix price, and a quote is normally valid for a stated period, so ask how long the price holds when you request one. The 2026 history table on this page shows how much a monthly index can move: several rose more than $80 per ton between March and April.

Liquid asphalt binder (also called asphalt cement or AC) is the petroleum-based glue that holds hot mix asphalt together. It is a thick, black, sticky liquid produced at oil refineries and makes up about 5% of the total hot mix by weight. The rest is stone aggregate and sand. The state DOT price index tracks the cost of this binder, and the finished mix is priced separately by each plant.

A tandem dump truck carries about 13 to 20 tons. At the $70 to $130 per ton seen in 2026 public bids, that is roughly $910 to $2,600 of hot mix picked up at the plant. Delivery adds about $4 to $9 per ton within 15 to 20 miles of the plant, or $52 to $180 for the load (HomeGuide, checked October 2026). A small private order can cost more per ton than these bulk figures.
